Milford Voice news card: Milford Sewer Commission sets a $1,000 sewer hookup fee per new home starting July 1, 2027

MILFORD β€” Building a new house in Milford, adding an accessory apartment or turning an old storefront into condos? Starting July 1, 2027, the city will charge $1,000 for every new home that hooks into its sewer system.

The Milford Sewer Commission voted to create the residential sewer connection fee at its meeting on Wednesday, Oct. 28, following a public hearing at the Parsons Government Center on Sept. 23, according to a legal notice the commission filed with the City Clerk on Oct. 30.

The commission says the fee is set at a level “sufficient to cover the costs of operating and maintaining the public wastewater treatment works, including replacement costs,” as allowed under state law, Connecticut General Statutes Β§7-255.

Who pays, and how much

The fee is $1,000 per new residential unit connected to the city sewer system. The notice lays out nine scenarios:

  • A new single-family house: $1,000.
  • New accessory dwelling units (ADUs) on a single- or multi-family lot that get their own new sewer connection: $1,000 for each new connection.
  • A new in-law apartment in a single-family home with its own lateral to the sewer main, rather than sharing the house’s existing connection: $1,000.
  • A single-family house split into up to three units: $1,000 for each new connection.
  • A new condo or apartment complex, or additions to an existing one: $1,000 for each new dwelling unit.
  • A commercial building converted to a single-family home: $1,000.
  • A commercial building converted to condos or apartments: $1,000 per new unit, even if the building already had a commercial sewer connection.
  • An expanded condo or apartment complex: $1,000 for each unit added beyond the original count.
  • A full teardown and rebuild: counted as new dwellings, so the rules for new houses, ADUs, in-law apartments and complexes apply.

The notice defines a “residential connection” broadly: any individual dwelling unit tied into the city sewer system, “including, but not limited to, single-family, duplex, multi-family, mobile homes, condominiums and apartments.”

When it’s due

Builders and owners will pay the fee to the city’s Engineering Department before a certificate of occupancy is issued. The notice says the fee will be assessed for each residential unit connected to the city sewer system beginning July 1, 2027.

The notice addresses new residential connections only; it does not mention sewer use charges for existing customers.

How to appeal

Under state law, anyone who believes they’re harmed by the fee can file a written appeal with the Board of Sewer Commissioners, 70 West River St., Milford, CT 06460, within 21 days of the date the notice was filed with the City Clerk. The notice was filed Oct. 30, so by our count the window runs through about Nov. 20.

The legal notice is posted on the City of Milford website’s Agenda Center under the Sewer Commission.
